Minutes of the meeting of Sherington Parish Council held on Tuesday 7th November  2017 at the Village Hall, commencing at 7.30pm

 

PRESENT: W Bush (Chair), Cllrs Thatcher, Johnstone, Selvey & Shaw

 

ALSO ATTENDING: Cllr McLean (Cllr for Olney Ward), Tracey Young (Clerk) and 9 members of the public.

5.      RECEIVE WARD COUNCILLORS REPORT:  
Cllr McLean reported on the following:

PLAN MK

6 weeks consultation starts on the 8th November.  Current focus is on the 5000 houses potentially being built in Moulsoe and the carriageway on the A509. MKC have bid for £75m and £30m of this is for the new bridge over the M1.

With regard to the works being carried out on the A509 there has been complaints regarding signage, debris and rubbish.  Cllr McClean to contact the Project Manager.

BUS TIMETABLES

Mark Lancaster has received a number of complaints regarding the change of the number 1 and 2 bus route. Any complaints need to go to the office of Mark Lancaster.  There will possibly be another timetable change in April 2018.

Cllr Thatcher mentioned the issue with dogs not being allowed on buses, this being the discretion of the driver.  Cllr McLean confirmed that he had wrote to the Local Manager who advised that he would do all he can to ensure dogs are allowed on their buses.

 
  1. PLAN MK
 
Cllr Bush reported that the Parish needed to get together to make comments to the inspector to include that the infrastructure for 5000 homes and businesses had to be conditional and fit for purpose.

Cllr Bush asked for Cllrs thoughts, Cllr Shaw confirmed his support regarding the development of the road expansion. Cllrs in support.  Cllr Bush to circulate comments.

7.      LATHBURY MINERALS LOCAL PLAN  
Cllr Shaw drafted the following response and all Cllrs were happy for this to be submitted

1. We would ask that wherever possible, any enhancement to the site upon completion of the works is carried out in a way which would benefit both residents of Lathbury and also the wider community, namely, allowing public enjoyment of the new wetland from existing public rights of way by creating permitted paths around the new features.

2. It is understood that traffic to the site will run from Monday morning until mid-day Saturday but the precise numbers of vehicles both entering and leaving the site remains unclear. We would value an accurate forecast of the volume of traffic, both leaving the site and entering with in-fill.

3. The route of site traffic was clearly shown at the presentation to make use of Sherington Road, Chichely Hill and the A509 roundabout & bypass. We would value clarification of the methods which will be used to ensure drivers follow this route and do not, inadvertently or otherwise, proceed through Sherington towards Olney and the A509.

4. With no bunding present where the site for extraction boarders with the river and nearby shooting ground one field away, it is imperative that the owner of this business is consulted directly to ensure mitigation of any risk of accident and also to minimise the impact on this local business

 
8.      RECEIVE REPORT ON MATTERS ARISING FROM THE NEIGHBOURHOOD PLAN  
8.1 Biodiversity.  A group of councillors had a meeting recently ranging from gardeners to local land owners to discuss how Stonepits copse will be maintained and forming a wildflower meadows.  Cllr Thatcher advised that there was budget for professional services.

8.2 Progress on Smiths Yard. Cllr Bush had a meeting with the developer working on Smiths Yard. The developer advised that they will get possession of the site in May 2018 and that houses should ba available for sale by the end of 2018.  The developer is donating £30k to the village for community facilities.

 

 

 

 

9.      RECEIVE WORKING PARTY REPORTS AND CONSIDER MATTERS ARISING  
SHOP – Cllr Bush suggested borrowing money for the shop.  Cllr Johnstone expressed he was uncomfortable borrowing money. Cllr Selvey asked how much were the PC looking to borrow, Cllr Bush confirmed 100k.

Cllr Bush suggested arranging another meeting to include Bubna, the shops Manager.

PAVILION – Cllr Bush volunteered Cllr Selvey to take up the issues with the Pavilion

PAVILION RENT

Cllr Bush reported that the PC were in ongoing discussions with the landlord regarding the ongoing lease and that 3 invoices had been received. Cllr Johnstone added that it needs to go to arbitration.  Cllr Johnstone to respond to the letter from Shires.

CARETAKERS REPORT 

Cllr Thatcher read out the caretaker report from Jim Starkey

1/ the loose granite kerb stone that have come loose around the edges of the road on Hill View which many times end up in the middle of the road and are a danger to traffic and pedestrians using this road ,seems that traffic ride up the kerbs and dislodge them

2/ 30/60 mph signs at the village end of Bedford Road have become loose and dangerous and leaning into the hedgerows making them difficult  to see by on coming traffic they need re setting into the kerbside on both sides of the road

3/ Part of the fence at the Pavilion has been knocked over and the posts are rotten and so could do with replacing,only accounts for 4-5 Mts but would be better replaced

4/ I feel a small tree needs planting on the grass bank in front of the church gate,before it becomes badly damaged by cars either parking or turning around on the grass,if needed I could plant it if a tree was obtained if you wish

Jim requires the following equipment – large plastic barrow, a shovel and a yard brush along with a reflective heavy winter coat

Cllr Thatcher added that she would like Jim to clear the ditch along the High St.

11. PLANNING APPLICATIONS – CONSIDER RESPONSE TO MKC  
11.1 17/02469/FUL The Small House.  Cllr Bush commented that this application did not enhance the conservation area.

11.2 17/01260/FUL 7 Alm Houses

11.3 Consideration of other outstanding or recently submitted applications.

 

 

12. CONSIDER CORRESPONDANCE AND NEW CONSULTATIONS  
12.1 Website Hosting.  Cllrs agreed to pay for the following year.  
13. RECEIVE PUBLIC COMMENTS  
Stephen Kennedy asked that the website be updated with regards to planning applications.  
14. COUNCILLORS ITEMS  
Cllr Selvey commented on the parking at Perry Lane and that the signage was faint. Cllr McLean asked the PC to put a list together to be sent to him before the next budget meeting.  

 

15. DATE OF NEXT MEETING  
The next Parish Council meeting will be held at the Village Hall on Tuesday 5th December 2017 at 7.30pm. There being no further business the meeting ended at 2100hrs.
